BIG Guide

Information & Communication Security Guide

As a public institution or operator covered by the SOE law, you are obliged to classify every system that accesses citizen data under the Presidential Circular 2019/12, BIG Guide controls, digital public-service integration security and USOM reporting requirements. With BIG control gap analysis, attack-oriented validation and USOM-notification readiness, we close your annual audit cycle and produce a compliance dossier that can be handed over to your senior management.

Audit & Compliance: This service produces technical evidence aligned with the Presidential Information & Communication Security Guide (BIG), Cybersecurity Law No. 7545, BIGDES obligations and ISO 27001 (ISMS) standards.

Service Scope

A Legally Recognized, 4-Stage Holistic Approach

By determining "what your organization needs to protect" and "how to protect it" through rigorous methods, we deliver a systematic roadmap that achieves full regulatory compliance and minimizes risk.

Planning

Planning and Strategic Roadmap

The foundation of the compliance work is laid and the scope boundaries are drawn.

  • Asset Group Identification: We isolate Networks & Systems, Applications, Portable Devices, IoT, Physical Locations and Personnel components and consolidate your guide-compliant asset inventory into a single matrix.
  • Criticality Analysis (Annex C.1): We classify your assets as Basic (1), Medium (2) or Advanced (3) according to CIA principles, giving an immediate answer to the audit question "which asset is at which level".
  • Gap Analysis: We report the differences between guide measures and the current state (Fully, Partially, Not at all) and consolidate the schedule, owner and budget needed to close the gaps into a single action plan.

Implementation

Implementation

Putting the planned controls into practice, shoulder-to-shoulder with your institution’s staff.

  • Security Principles: We build Security by Design, Privacy by Design, Defense in Depth and Least Privilege into your systems and roll out the guide’s architectural principles in a provable form.
  • Procurement Processes: We provide technical-specification (compensating-control) support for the preference of Domestic and National Products and meet your public-procurement obligations through a documented process.
Audit

Audit and Enforcement Management (BIG Audit)

Carrying out the mandatory legal audit that must take place at least once a year.

  • On-site Audit: With our TSE-certified experts we conduct interviews, technical validation (Security Audit, Penetration Testing, Source Code Analysis) and evidence collection (Annex D), and deliver a defensible finding set to the audit committee.
  • BIGDES Reporting: We e-sign and submit your audit results (forms in Annexes A, B, E, F, H) to the Cybersecurity Directorate within two months, eliminating your potential administrative-fine risk under Law No. 7545.

Continuity

Change Management

Turning cybersecurity from a static process into a dynamically managed discipline.

  • Dynamic Management: We track guide updates, onboard new systems and adapt changes in asset-criticality levels, preparing your organization gap-free for the next audit cycle.
  • Change Impact Analysis: We assess the impact of every newly deployed or updated system on BIG controls and document change records in a format that can be presented directly during audits.
Reporting & Deliverables

Audit-ready deliverables

A comprehensive deliverable set, prepared to the Cybersecurity Directorate’s standards, that prevents potential legal sanctions.

  • BIG Audit Report and Opinion (Annex H): The final formal assessment delivered with an e-signature compliant with Law No. 5070, an audit output that is defensible before the Cybersecurity Directorate.
  • Gap and Process/Measure Effectiveness Forms: An organizational capability matrix and a compensating action plan entered into the Annex E and Annex F forms. An evidence file ready for the next audit.
  • Executive Summary: A board-level presentation including an administrative-fine risk map, the operational impact of critical findings and strategic recommendations for domestic-product investments.
